Here's the way we did it at Trilogy School.

Find some friends who care about your project.  Choose a day (maybe Earth Day April 22) and make a poster, or print some flyers.  Ask for help from governmental, education, faith groups.  Business may provide supplies like bags and gloves.

It sounds like you may need some help with basic sanitation.  Talk with health workers, local government.  See what plans are in place, what needs are to make progress.  Youth presentations through performing arts are very effective in getting support!
